Non-residential: new, renovated and existing
Article 14(1) concerns new non-residential buildings and major renovations with more than five car spaces, subject to parking-location and works conditions. The European bicycle-space benchmark is at least 15% of average or 10% of total user capacity, including space for larger bicycles.
For all non-residential buildings with more than 20 car spaces, paragraph (2) sets the same cycling benchmark by 1 January 2027. States may adjust requirements for certain categories and use the directive’s derogations; these must not be assumed automatically.
02
Residential: a separate calculation
For new residential buildings and major renovations with more than three car spaces, paragraph (4) provides at least two bicycle spaces per dwelling, with parking and renovation conditions. Local adjustments and a provision for renovations where two spaces are not feasible are included. This is not a general threshold for every existing dwelling.

European framework and Romanian verification
The general transposition deadline was 29 May 2026. The editorial review on 10 October 2026 did not confirm the complete Romanian text transposing Article 14’s cycling requirements. We present European benchmarks; the designer and legal adviser must confirm current national rules, exceptions and permissions. This page does not establish project compliance.

Prepare the information for a study
Send the building type, car-space count, user or dwelling capacity, plans and nature of the works. BICILUM can propose layouts, equipment, access and upkeep. Final calculations and compliance are validated with project specialists; vehicle-charging requirements need separate review within the full study.
FAQ

Does a guidance result confirm compliance?+
No. It is a starting point for a study. National application, geometry, exceptions and technical requirements need professional review.
