1. People and organisation are the main challenge
Equipment installation has defined technical steps and responsibilities. Making cycling part of team life requires ongoing support: coordination between HR, managers and the building operator, clear access rules and activities suited to working patterns. This human and organisational effort is central to the BICILUM programme.
Participation remains voluntary. We welcome people with different levels of experience, organise induction sessions and support new participants throughout the year. Habits and organisation evolve gradually.
2. Days 1–30: assessment and planning
We review journeys, working patterns, access, parking and existing facilities. A short survey can document barriers and expectations. We appoint a coordinator and agree goals, budget, responsibilities and baseline indicators with the workplace team.
We prepare the annual service calendar before launch: maintenance, assistance, training, workshops and seasonal activities. The 90 days represent the implementation plan, confirmed according to works, deliveries and site availability.
3. Days 31–60: equipment and team preparation
We coordinate equipment delivery and installation, bike access and booking procedures. We arrange maintenance, incident reporting and assistance channels. We work with managers to fit services into everyday organisation.
Induction sessions and bike adjustments prepare users. Communications explain where bikes are, how to access them and who provides help. Activities are planned to accommodate colleagues with different working patterns.
4. Days 61–90: operational launch
We check equipment, access and procedures, organise handover and the first activities. The launch review confirms operational readiness, responsibilities and the annual calendar. This stage prepares ongoing operations and user support.
The agreed operational launch marks the start of the 12 months of services. Intervention frequency, activity content and responsibilities are specified in the proposal.
5. A year of services for seasons and change
A 12-month cycle allows use to be observed across every season. We adapt maintenance, training and activities to weather, holidays and team availability. Recurring support helps people adapt their journeys and gives managers time to adjust organisation.
Regular reviews track bike availability, participation, usage and satisfaction. The annual review documents the full cycle and informs adjustments or expansion. We state context and data limitations; changes in office attendance have multiple causes.
6. Build the programme with BICILUM
BICILUM coordinates implementation, equipment, bikes, training, maintenance and agreed activities. Workshops and awareness sessions can be developed with local associations and NGOs once format and availability are confirmed. The proposal sets out implementation and the 12 months of services separately.
The European MOBILITYACTION campaign allows organisations to propose initiatives throughout the year. Participation and campaign branding follow the organisers’ conditions. The 90-day schedule and 12-month term are BICILUM’s proposed commercial structure.
