ModeScore: connecting cycling, public transport and building operations

Occupiers and employees often combine several forms of transport. A useful plan starts with these real journeys. ModeScore considers a property’s connectivity within a broader framework, and cycling provision needs to fit into that whole.

1. Distinguish ModeScore from ActiveScore

ModeScore describes four areas: public transport, site-wide mobility, active travel and private vehicles. ActiveScore focuses on active travel facilities and services. Work with the project team to identify the relevant framework and request the criteria applicable to the property’s assessment. A commercial product list is not an assessment.

For an owner, the practical question is which options people have at different times of day. A nearby stop on a map does not automatically resolve difficult crossings, evening access or the final part of the journey to the entrance.

2. Map journeys and conflict points

Map the main entrances, stops, pedestrian routes, cycle parking and delivery areas. Check routes on site, including crossings and surfaces. Discuss peak pedestrian and vehicle periods with reception and the operations team.

Separate changes within the owner’s control from those requiring authorities or operators. Access and signage improvements may be possible within the property; outside it, dialogue and coordination may be needed. State the project boundaries to avoid promises about public infrastructure.

For an office park, build several scenarios: public transport followed by walking, direct arrival by bicycle and a journey between two buildings. Check each scenario with the operations team. Then identify the intervention behind each improvement, its cost and the person authorised to approve it.

3. Match the fleet to the journeys it serves

A shared fleet can serve journeys between offices or nearby business trips. Before selecting bicycles, check distances, routes, luggage, frequency and who returns each bike. A service requiring return to the same location differs from a multi-location arrangement.

Include booking, instructions, access through keys or an app, fault reporting and maintenance. If a digital system is proposed, check subscriptions, connectivity, data handling and support separately. Features must be confirmed in the technical offer for the actual configuration.

4. Coordinate users and site operations

A property manager can bring tenants together in a shared programme with clear access and contribution rules. Establish how new users are onboarded, where they find information and who responds. Coordinate cycle parking with deliveries and waste collection to prevent repeated access obstruction.

Track fleet availability, operational incidents and feedback in aggregate. To estimate a change in travel mode, ask separately which journey was replaced. Booking numbers alone do not demonstrate reduced car use or emissions.

Before expanding, also review contractual arrangements: who owns the bicycles, what happens when a tenant leaves and how the service is handed to another operator. Operational continuity deserves the same attention as the initial installation.

5. Build an intervention with clear responsibilities

BICILUM can coordinate the active mobility component: infrastructure, bicycles, sharing, maintenance, training and community activities. We work with the building team and relevant specialists to integrate the solutions. Request a site review and a technical and financial proposal for your project in Romania. ModeScore assessment remains separate from service implementation, with no promise of a rating or certification.

FAQ

Practical questions

Is ModeScore the same as ActiveScore?+

No. ModeScore has a broader multimodal scope; ActiveScore examines active travel in greater depth.

Is a large fleet needed to get started?+

Size depends on journeys, demand, frequency and operating capacity. A pilot can test the assumptions.
